Moving Layers - puts layer into previous layer!

I am trying to simply move a layer down in the stacking order. I select the layer with a placed image, drag it below the layer that I want it to appear behind, when I see the blue line I let go.

Instead of being below the layer in a stack it is placed within the layer below.

Even if I lock the layer below, it placed the upper layer I'm moving into the locked layer.

Notice these blue lines.

This long blue line right across the layers panel will move the red squiggle layer below the Background layer.

This shorter blue line will move the red squiggle inside the Background layer.

Dragging anywhere near the bottom-left area of the thumbnail is normally foolproof
