Designer doesn’t have any artistic filters like that.
With Photo you can add some Photoshop filters – if you have them – but they don’t always work (due to how the filters sometimes need some Photoshop-specific functionality). Best to check before you buy any.
You might be able to find some tutorials on how to create similar results but you will probably need to do quite a bit of manual work.

The G’MIC plug-in for GIMP has a lot of artistic (and other) filters and Topaz Studio has a lot too. I only mention these as they are free but there will be many others.

FWIW, I adapted a technique demonstrated in an Affinity Revolution video for creating a pencil effect into a macro that will work in Affinity Photo & posted it to the Resources sub-forum here. Other users have created a few other macros that create other artistic effects.

Also take a look at the mighty FilterForge, it's the King of Filters.

One Plugin to rule them all, One plugin to change them,
One plugin to filter them all, and in Affinity forge them. :D

I just test it out, but under the 12.000 filters I find only a hand ful with cartoon or painting effect.

And nothing quite usable for me.

But I like the concept of having a big filter library.  Even if in my case it does not help me.

Are there even more tools like this to check out? I'm currently looking.

Thanks for that hint. I took a look. Similar to PaintShopPro Pic-to-Painting all of the "artistic filters" are heavy impact even on "style strength" set to "low". :/

I wished there was a way to give a picture a bit of a touch and not a very abstract total conversion.

I am not sure what you are looking for but maybe applying the filter to a duplicate placed above the original in the layer stack, & experimenting with its layer opacity & blend modes might work for you.
