Crash on Startup

Getting a crash on startup for Photo and Designer that yields the following in the Windows Event Viewer:

Holding Control does nothing, the application still crashes immediately before any splash screen or window is created. Photo at least ran a couple weeks ago and I'm running Windows 1903 with https://support.microsoft.com/en-us/help/4512941/windows-10-update-kb4512941 and https://support.microsoft.com/en-us/help/4511555/august-30-2019-kb4511555

So I'm guessing one of these two recent updates broke things. Other programs that use Direct3D 9 work fine so I know it is ok.

Can you check this post from Mark and let me know if you have any of those apps installed:

It may also be worth uninstalling your graphics drivers and reinstalling them as this has worked wonders in the past.
