Can Affinity Publisher open InDesign files?

Well, since there are scripts and other  apps that can convert indd, it means that there are already some methods of decryption for this format.

Sorry for being so optimistic, but there might be some hope, no? :)

Possible. Adobe changes the .indd format with each full version number and often between with .dot number releases. It's one thing for a company that specializes in conversion utilities to make such updates, it is another for an application developer who's update lag-time is/will be greater...people will get upset if much time passes.

I haven't had a subscription to ID for a good while. Viva Designer can do a decent job with ID CC2015 files, the newest version I've used. ID CS6 also work OK. So I don't know if VD can open the current releases of IDCC or not, nor if there are any different issues compared to the files I personally have. Viva will have to keep on top of it, but I have no concept how well they will.

Anyway, yep, that it's possible is evident. How likely if/when Serif would add that capability is unknown.
