How to Isolate Part of an Image?

I would like to remove everything in the attached image except the town hall building on the right. The smaller of the two buildings with the single window above the entrance. The file I have is a background layer. I do not have the raw file that the designer used to create the image. Can I extract everything in the image except for the town hall? If not, how do I draw the town hall building?

It’s all straight lines, so it should be pretty straightforward to reproduce. Trace the left-hand half, flip a copy of it to create the right-hand half (so you don’t need to worry about the original being partially obscured by a tree) and then make adjustments as necessary to finish off.

That’s what I would do. Create a vector layer, place the image on top and reduce the opacity of the image layer so that the lines on the vector layer show through as you draw them. When you’re happy with the result, delete or hide the reference image.
