Especially if you want to place images taken from smartphones which are shot portrait, they will be placed landscape. I assume, that Publisher reads first the EXIF data and if no EXIF data is present it computes the orientation from the dimension of the image. Other orientations than Top left seem to be not valid e.g. Right Top. Attached EXIF data from a smartphone image (SM-G930F).
