1.7.2 won't launch - .net error

When I try to launch 1.7.2 it thinks about it for a couple of seconds, then does nothing.  Event viewer gives the following:

Windows 10 Home - nothing special.  Windows update reports nothing to instal. Any clues?

Try deleting the %APPDATA%\Affinity\Photo\1.0\CrashReports directory.

i have the same problem in Photo and Publisher, deleting the CrashReports dont repair it.
