[Photo] How to flatten a layered document?

I can't find the "Flatten Image" command. There is "Merge Down", but it's greyed out when the background layer is selected. If i select the topmost layer, "Merge Down" only merges the topmost 2 layers. If i use "Merge Visible" it stamps all visible layers to a new layer, but it doesn't flatten down the image.

I'm at a loss here. Please help me find the command.

You could also search the Help for the word flatten, which should bring up as the first result the topic on Merging and Flattening, which mentions Document > Flatten midway through the topic. E.g., from the online help for Photo: https://affinity.help/photo/en-US.lproj/pages/LayerOperations/merge.html
