  1. Using the Pen Tool...
  2. Draw a line with a 0.3pt stroke
  3. Draw another one 0.8pt stroke and group them
  4. Duplicate the group and rotate 180º 
  5. Space the groups to your liking and group both groups.
  6. Add them to the assets panel so you can use them whenever you want.

Never used PagePlus, but maybe make a suggestion for Line styles, in the mean time just spend an hour making lines and adding them to the asset panel, so you have a nice set of commonly used lines you can just drag in from the assets panel. Don't forget if you have more than one line, group them first before adding them to the assets panel or you'll end up with two assets instead of one.

You can also do something similar by using mutliple strokes feature, but it relies on you not having transparency inbetween the lines, so depending on the job may not be suitable. Using the appearance panel you start with a thick black outline (thick enough to touch the outside edges of the two outer lines, then add another stroke which you make the background colour and slightly less thick than the first stroke (to make the outer lines the thickness you want them), then stack another black outline with a thickness less than the previous stroke, and then add another stroke with background colour to form the second set of lines. You can of course continue to add strokes in this way to make more lines, and you can also add dotted lines etc for creative effects.

Using this technique you can bend the line easily and it all goes with it.
You may have to choose the capping settings carefully to ensure you don't get lines on the sides where you don't want them.
You can also change the colours of the lines at a later stage easily enough too.

The OP uses Publisher, which doesn‘t have these appearance features.

No problem, maybe he has both apps, then he can make some assets this way in AD and reuse those for APub.

If the OP has both apps, it can be done in Publisher via Studio Link & the DesignerPersona, which does have the same Appearance panel as in the stand alone Designer app.

Also, if you set the white (or whatever color) strokes to "Erase" in the Appearance panel, then you don't have to worry about matching the background color:

multi-stroke with transparency.afdesign was created in Publisher's Designer Persona, then saved as a Designer file via File > Edit in Designer... so it should open in either app.
