I can do it without issues on a new document but not when editing a photo. Can you please help me? You can't drag guides in the Develop Persona because you don't have a Move Tool. But you can still use View > Guides Manager to establish them. If so enabling the grid should help you perform such operations (menu View > Show Grid).
