Here it installed in a jiffy

@Rick G
From your log I assume you "open" from the net ,this will download to the temp folder and install afterwards.
Maybe download to a different folder and try to install from there instead.
My program files on C:\drive does only contain win and system related programs.
For software like Affinity I use my D:\drive (Partition)
Maybe a different setup on your system may resolve your updating/installing issues.

I download all the files then install them from a folder on my E: drive that holds all affinity programs

Can you clarify that? The folder on E: has all the installer files and all the installed Affinity programs?

He asked if I was running the setups from the temp directory. Au contrare ...I run them from a folder that holds my installation files. It happens to be on an E: drive but the programs install to C: like everyone else (presumably)

Well,I don't install in C:\Program Files
Hence my suggestion to make D:\Program Files the new install folder to see how that works.
I thought that windows is controlling the C:\program files through uac or the defender to prevent touching files in that folder.
Don't know if this still applies though but maybe the cause of your issues

I install to E:\Program Files on my desktop, and to C:\Program Files on my laptop, without issues in either case.

And rebooting should not make a difference if AV or Defender were preventing the installation.

I also found - it is impossible to install, when the Windows 10 vars TEMP and TMP are changed to the RAM drive. This changes not affecting for installations of other software, but affected Affinity Photo. Also affected for beta 1.7.2.464
