If vectorising you will either need an app to trace the bitmap image, Affinity apps don't have that facility but there are online vectorisers: vectorizer.io - https://www.autotracer.org - https://www.photopea.com/tuts/vectorize-raster-images/ and also the free app Inkscape has a built-in trace tool. Most trace tools will give you something more akin to a jigsaw puzzle of colours. Or you can draw around the image with the pen tool to make blocks of colours and colour them yourself. This is more labour intensive but much more controllable.
