For a graphic, the question would be where you position the graphic when you create it, and how you create it.

For a background, the question would be how you create and position the background.

Can you provide more information on what you're doing?

Yes, the margin lines are visible. But perhaps @Husbandman's phrasing "on top" is ambiguous.

For example, if you create a fill layer on a document page (using the Photo Persona) the layer covers the entire page, including the margins. So, while the margin lines are visible (as you noted) one might also say that the fill is "on top" of the margins as the margin areas are no longer white.
