resize layers palette

Using 1.7.1.404 on Windows 10

If I try to resize the palette of layers, usually there apears this little arrow, but now it doesn't.
This is only in hight dimension. The wide I can resize as usually.
This is only in Publisher.

sry, if this is already reported - didn't find anything like that.
