As discussed in the general Requests, Suggestions & Discussions or in the Questions:

Metric system was created at our Revolution to unify with a simple design and simple way to count, and stop using all the old and complicated other systems with difficult conversions or no concordance between mesurements. It's a decimal system, with a standard meter as reference. Using non decimal mesurement is heresy and a bug :)

 

 

 

I feel ridiculous to post thrice the same post. It would  be nice if bugs affecting all the apps and discussed in the general parts of the forum was taken in account.

For comparison how Adobe Photoshop CC 2020 displays and subdivides the ruler when working with mm (please notice the zoom levels).

And look at the toolbar man, look at the tools available man: envelope distort, knife, mesh gradients, blend tool, perspective tool, roughen tool etc...

I'm getting very frustrated with this, I'm trying to line up objects an exact number of centimetres apart. It is time consuming making sure you have got the exact in-between mark. Really puzzled as to why divided into 4s in the first place.

Yes, it can be frustrating. The good part is that there's a tag showing it's noted as a bug, and will one day be corrected.
