Hi catlover,

The top object is not a shape, but a raster object. In Affinity Designer, you could do that easily if the top object were a vector shape picking a brush stroke from the Brushes panel.

 

In Affinity Photo there's no way to do this directly. The brushes here are not vector based, so you cannot change the stroke the same way. Even if you recreated that object with the Pen tool here, you still wouldn't be able to stroke it since there's no commands for that.

I think your best bet is to do this in Designer and then copy the finished object to Affinity Photo.
