How to enable tone mapping in raw mode ?

It can help simulate a HDR(ish) effect but tone mapping is different.  A HDR image would normally be made up of several shots, all taken at different exposure settings and then merged together to give the final image.  You'd normally then use a Tone Mapping effect on this to fine tune the results.  

I'd suggest giving this video a watch if you wanted to get HDR results from one image :)

I don't know the technicalities but in simple terms most  monitors have a low 'dynamic range' and lack the ability to display the wide range of luminance values contained in an HDR image. If you have bright skies mapped to monitors luminance range then the background will appear very dark, or if the darker background is mapped to the monitors luminance range, the skies will appear blown out.  Tone mapping uses algorithms to 'map' various area of a wide dynamic range of an HDR image to the monitors dynamic range. So bright areas may be mapped to the monitors luminance range and separately dark areas mapped to the monitors luminance range, giving the displayed image more luminance variation and contrast across the full range of light to dark.
