‘Posterize’ and ‘Gradient Map’ should get you well on the way to a result like that.

Starting with

a Posterize adjustment gives you this choice of presets:

If you choose the ‘Harsh’ preset with the default parameters and opt to add a Gradient Map adjustment you get this:

As applied, the ‘Ultra Violet’ preset just gives you shades of violet (surprise, surprise!)

but you can tweak the gradient map as much as you like.

It’s well worthwhile opening a sample image in Affinity Photo and spending some time going through all the adjustments and filters to see what they do.

The one in the photo is from a painting-by-numbers kit. You aren’t going to get a result exactly like that by applying adjustment layers to a photo of a real cat.

Start with the ‘Posterize’ and ‘Gradient Map’ steps, and then add some coloured shapes (like the heart and stars on the face, or the swirls at bottom right).

The Artist who created that image works with paint on Canvas Jessie, his name Dean Russo and has made a lot of merchandise from his paintings, I don’t think he would appreciate you coping his work identically, yes get inspired and do something similar with the suggestions from Alfred.

Do I do the posterize first and then the gradient map? Also how would I incorporate shapes into the image to make it look similar to the picture?

Doesn't matter, you can use blend modes to get interesting affects and use the shape tool to create the shapes and use blends modes on those too.

How do I make a cat look like that with the colors to make it abstract?

Try the techniques that Sara and I have suggested, and just see what you come up with. You might be pleasantly surprised!

How do I do an abstract background on affinity designer or photo using the iPad? And what tools do I use to make that happen because I want to make a similar design look like the cat as shown above but not quite. Want to make it look artistic.

The Paint Brush Tool in the Photo Persona in Affinity Photo 1.7 (and in the Pixel Persona in Affinity Designer 1.7) has ‘Symmetry’ and ‘Mirror’ options that you can use for this.
