bold text beginning lines mucks with letter spacing

problem: When importing a PDF document (in my case a grant application) and bold characters begin a new line of text, the text is imported and the letter spacing is usually messed up - sometimes really squished, some times really spaced out.

work around: in word processor (word for windows), I put a . character in the normal font (arial) at the beginning of each line that typically starts with bold characters. THen when importing the PDF, I'll go into publisher and delete those periods and everything is fine. 

not sure if there is a better solution?
