I need to get a 100% vector based EPS file, starting from a JPG file. I assume the following EPS export process : File Export then the "More" section and use for Rasterize "Nothing" in order to get an 100% Vector EPS file ? You must convert bitmap image (JPEG) to vectors. Affinity Suite doesn't have such a tool yet, but he's planning (is on the roadmap for Designer).
