Which Setting determines the colour of this outline

I am not sure what you mean about crimson or default blue, but if you mean the stroke of the rectangle, change that color using either the popup color rectangle (currently black) in the context toolbar or the Color panel to change it to whatever color you want.

If the lines you’re seeing are purple rather than crimson, you probably have ‘Show Snapping Candidates’ turned on. Either temporarily disable ‘Snapping’ via the magnet icon on the main toolbar or check(!) whether the option is checked in the Snapping Manager (and if so, uncheck it).
