This is basically how QuarkXPress does it; master page objects are always in "Edit Detached" mode.

In practice this can be quite annoying as a default behavior because of the fact that once something is detached there is currently no way to re-attach it.  Solving that problem would make this a bit more reasonable of a proposal, but I actually prefer the current behavior in Publisher as the default, as it prevents me from accidentally moving something that is part of a common layout and thus getting the layout of different pages out of sync with each other when that is not intended.

There are pros and cons to each.
