As you've noticed, Affinity's "Forward 1" isn't aware of the visual overlaps, and simply moves an object one layer forward, not one overlapping layer forward. Grouping is a good idea, but it also takes time to group in order to change the stacking order. My design is very difficult to manipulate, as hundreds of figures and characters overlap intricately. I use shortcut keys, so it's best to do it with one click. In free inkscape, only overlapping objects are prioritized and ordered. I hope that in the future this will be such a specification.
