Am I missing something? 

I go to the Layers Panel, and I can't flatten them. Instead, I have to go to Layers>Merge Down or Merge Visible or Merge Selected.

Document > Flatten


Due to the fact that Boris Johnson is now our Prime Minister, punctuation, spelling and grammar will never be worried about ever again.  We now have far bigger problems to be concerned about.

Trying to flatten vectors (2 layers) in Designer can't do it Document> Flatten NO Merge down. This is an important feature as I need to bring vector flat into a second app which turns layers in digital goop. How to do this??????????? FLATTEN is one layer is what I need not raster.

Pixel layers in Photo (where you can merge or flatten layers) are different from vector layers in Designer (which are usually separate vector objects).

I'm not an expert, but I think you probably need to add your vector objects together (Layer > Geometry > Add) or otherwise merge them into some kind of compound object. Someone who knows more than I do may have additional ideas, but without actually seeing your document I won't try to say anything more.
