Hello SIGN+ and welcome to the forum,

I am not sure why the new dots appear - can't tell from your GIF, and couldn't reproduce on my machine.
an you attach the original designer file for us to look at?

The poor quality of expand stroke is an old and much discussed bug…

The best workaround for now is to increase the size of the object before Expanding the stroke, and then scaling down again afterwards. Stroke widths of 2pt or below are particularly bad I believe.

Alternatively, you might find using Power Duplicate to create an array of circles gives better results, depending upon what you are trying to achieve.

This is the poorly implemented expand stroke feature customers have complained about for four+ long long years ... here ruining the work of the customer @SIGN+

The best way was to increase the “DPI” in “DImemsions”, 

 

now it is to use the beta.
