Are you sure you are doing this right? This has been a feature of the Mac OS for many years & it definitely is supported by El Capitan. See for example this article (which includes a short video) for step by step instructions. Have you perhaps moved AD from its default location in the Applications folder? It may need to be there in order for you to run the Beta.
