How can I do this with the Power Duplicate?

A user definable anchor point would be great for all transforms too especially for rotations.

 

Still can’t figure out the icon in the lower right transform section. The one with the rectangle and nodes at the corners, sides and top and bottom.

 

How exactly is that supposed to work?

It's an anchor for where the information in the Transform page is based about. Try changing between clicking an anchor point on the left of the control, then the centre, then the right - notice that the x position moves to show based about that anchor point. If you know you want the right edge of something to be at a certain position, click the anchor on the right edge and type the value in the x position field.

 

If you want to rotate about the bottom right point, click the bottom right anchor point then change the rotation value.
