I'm not sure about Publisher because I didn't try it, but here is an experience from ID and QXP: Never mind which master page (Left or Right) you drag on which page (Left or Right), the appropriate one will be assigned. I hope it is the same in Publisher, too. That shows which facing page will be replaced by a facing master, left, both or right. I highlight the section (left side), try drag it onto right page, I still just get the right page. It is a normal behaviour in all DTP apps. For your needs you have to create another master page and copy the elements from previous one, but on the opposite pages.
