Which app do you use?
What exactly were you trying to do?
Are you sure you are using the inpainting brush tool and not the undo brush or the regular paint brush?

In this particular instance the Ctrl key is used on both Mac and Windows.

It’s the very fact that Macs have the luxury of that extra modifier key and Windows machines don’t which results in users of the latter currently being lumbered with the awkward RMB+LMB shortcut. For everything else, Cmd on Mac is Ctrl on Windows, but it seems that the behaviour of Cmd and Ctrl on Mac is different enough that Ctrl is the key of choice for invoking the ‘Clear User Data’ dialog.

Like the Clone Tool, the Inpainting Brush Tool has to pick up its replacement content from somewhere, and the broad horizontal stroke is picking up the nearby thin line of surf. I would try reducing the brush width for that part of the procedure.

And / or  try using the Healing Brush.  You're probably making things more difficult for yourself by inpainting in stages - I've only got a frame grab to work with, but inpainting everything in one go, including the waves, produced usable results.
