Are you sure you are using the inpainting brush tool and not the undo brush or the regular paint brush? Like the Clone Tool, the Inpainting Brush Tool has to pick up its replacement content from somewhere, and the broad horizontal stroke is picking up the nearby thin line of surf. I would try reducing the brush width for that part of the procedure. You're probably making things more difficult for yourself by inpainting in stages - I've only got a frame grab to work with, but inpainting everything in one go, including the waves, produced usable results.
