There is currently no way to flip a table horizontally (i.e., to reflect a facing page) and have text in proper format.

Currently no workaround other than manually editing the facing master page.

Flipping horizontally or vertically creates an horizontal or a vertical mirror image. Thus your text is reversed.  It is surely not a bug, whether in Publisher or Designer.

As you are discussing Publisher, it would have been better to post this in the Publisher bugs forum, not the Designer bugs forum :)   (Perhaps a moderator will move it when they have time.)

But actually, the lack of a function that you want is not a bug. I think that what you have is a suggestion for a possible future function, and most appropriately belongs in the Suggestions for Affinity Publisher on Desktop forum.

@jmwellborn is correct, by the way. When you flip a container you also flip its contents. For example, if you flip a shape, and then convert that shape into a Text Frame, the text you put into it will also be flipped.
