Select next/previous layer keyboard shortcut

When working with multiple layers it would be extremely beneficial to have a keyboard shortcut that would allow me to quickly select the next adjacent layer up/down to work on. Similar to how it works in Designer (attached photo) and Publisher. As far as I can tell this isn't possible in photo though.

I have never mastered color management, period, so I cannot help with that.
