bug with hotkey press orders

I was wondering why hotkeys were failing more often than not and i figured it out.  there are press orders you must follow or they don't work and that's a serious bug.

for example, press space,ctrl and you get to zoom.

press ctrl,space and it does nothing.

when i want to zoom, i press both hotkeys at the same time, thus the order they're pressed is random, thus the hotkey works only half the time (if i'm lucky).  This is a serious issue because applications are all about ease of use and execution speed.  I thus can't buy the app until this is resolved.

Modifier keys always have to be pressed first in every app I have ever used -- otherwise there would have to be a delay before a hotkey did anything because there is no way for the app to know if the user wants to use a single-key or key+modifier keyboard shortcut.
