Photo already uses the right-mouse button to supply a context menu in many cases.

I think you'll need to be more specific about exactly what you want, and how the existing context menu should be changed, and  in what circumstances.

GIMP actually puts the entire main menu into its "context menu" - it is not actually a "context" menu at all.  This does not fit the model of most modern user interfaces; GIMP is kind of an oddball in that regard.  Not that it is strictly a bad thing, but not something to be expected from other apps either.
