Flood Fill and Magic Wand selection constrained by multiple layers

Please allow Flood Fill and Magic Wand selection to be constrained by contents of multiple layers - at minimum a Photoshop-style implementation where there's a "Multiple layers" checkbox for each tool, ideally a Clip Studio Paint-type implementation where you can select specific layers to target (as if you haven't already got enough features to implement
