Inconsistent sheet font size/background color

In the course of gathering info for this: 

 I discovered that some sheets appear to have a different base font size and background color in dark mode. In the course of writing up this report, I realize I am comparing Photo (tone map) and Designer (Save document as...) (both 1.7 prod releases) so I don't know if this is a bug and in which app. Given that the rest of the UI assumes a similar color scheme between apps, I suspect I have put this in the wrong thread.
