Yes the MacOS Affinity Store version of Publisher is meant to be able to see the sandboxed MAS Photo and Designer. This element is still under testing, as until today we did not have MAS 1.7 Photo or MAS 1.7 Designer, but yes this configuration (and all other mix and match configurations) should work.
