Is there a generic item information screen anywhere? I can see there is a frame dimensions place bottom right, but, for example, when trying to put an exact rotation on an image inside a frame the best I could manage was to manually twiddle it until it came to the angle I wanted. Is there anywhere I can type in an exact rotation? Like typing in exact dimensions? I found the exact guides manager, and the dimension manager but not the rotational one. I figured it should be close by to the former.

You should be able to do this using the rotation section of the transform tab found towards the bottom right of the app.

What exactly do you mean by this?  Are you using Photo or Designer? It would also help if you provided a screenshot of your layers panel.

If I had to guess I would say that Tony was referring to Picture Frames within Publisher, given some of his other posts/topics.
