You find the latest Windows version here:Affinity Publisher Public Beta - 1.7.0.337 d. Microsoft asked if I want to install Affinity Designer, instead. I said no thanks and asked to install anyway. Was that your problem? About 1.7.0.312, when Publisher asked me to download the update, it pointed me to 312 version. Which was the one I had. I try again, and it downloaded 312 again. I discovered that I have to give it 'time' to install. A pity there isn't a time bar or something similar to indicate install time.
