It’s to prevent users of the Apple Pencil from making unintended marks if they touch the screen with their fingers: when the option is turned off you can draw with your fingers, but when it’s turned on your finger touches are only interpreted as gestures (so you have to use the Apple Pencil if you actually want to draw).
