I created a TOC in Publisher with two levels of headings included. If there are Headings on the same page (for example Heading 1 and two other headings), Publisher does not place them in the right order. There are headings which jump to another section. I will send an image to show what I mean. There are two issues of that kind in my TOC.

It would help to have an actual .afpub file that demonstrates the problem. Without that, this is only a guess.

As those entries are all on the same page, take a look at the Layers panel. I believe that within the same page, the order that items appear in the TOC is partly determined by the ordering of their Text Frames in the Layers panel. If you have multiple frames, and did not create them sequentially in order, then things may become out of order as your TOC shows.

To fix that, just drag the layers into the proper order.
