Paragraph Leading - Multiple

Pasting text from InDesign into Publisher and it appears to retain most of the formatting. Once exception is the leading. It's never right so I have to fix it each time, and I've found in most cases that it has defaulted to "Multiple". This means that I can't just type in the amount I want (say, 12) because then it will make the leading 12 times bigger. No, instead I have to change the amount to Exactly first, and then I can type in the exact number.

This is an annoying extra step. First, it would be great if the leading was retained when pasting into Publisher. Failing that, the leading should at least default to something other than multiple (I would rarely have use for this), OR if it's on Multiple you should at least still be able to type in an exact amount, like 12pt. Type in 12pt while it's set to Multiple and it does nothing.
