It depends on how badly out of focus the images are you can use the Clarity and Unsharp Mask tools in the Sharpen section of the Filters menu

@anthony d walker, if what @DWright suggests does not work then you may have to use third-party plugins. I have been using Topaz Sharpen AI with good results, but it is expensive at $79.99 (I got it at a great discount as an early user). You can get a 30-day trial. You can also try out many other similar plugins for free.
