Selection Brush Not Working

Looks like you are working on the curves adjustment layer, select the bottom pixel layer and try the brush again

As @dutchshader implied, you need to display thr Layer panel. Click on the Layer tab (next to the Adjustments tab). You only need a single screenshot at a time. Showing several stacked sideways in one image makes it more difficult to see each one.

My comment about not sideways-stacking still applies though.
