I am unable to figure out how to make the color picker automatically become the primary color rather than the secondary color. I want to be able to color pick and then go right into drawing that selected color. I am trying to use affinity photo for digital painting and the ability to color pick and use that color quickly is essential for me.

You can use the Colour Picker Tool default shortcut is I for 'eyedropper' but it only works on the picture you are working on, not on stuff outside of the document window.

I have never mastered color management, period, so I cannot help with that.

Not completely true. You can click-drag with it and sample colors outside your document, and even outside AP.
