Join Curves button is on the context toolbar of the Node Tool.

You can set your own keyboard shortcut via…

Preferences > Keyboard Shortcuts > Node Tool > Join Curve

You need the Close Curve?

Close Curve joins the start and end nodes to create an enclosed shape.
