It looks as though you’re trying to ‘Add’ a short curve to bridge a gap in a larger one. You need to use the ‘Join Curves’ and ‘Close Curve’ commands for this.

You can add open* or closed curves, but you can only join curves if they’re open (because you’re joining the free ends, and a closed curve doesn’t have free ends).

 

*If any of the selected curves are open, the app will close them before adding them.

There aren’t really that many scenarios to consider. ‘Join’ joins the (ends of) curves, and ‘Add’ adds shapes together.
