Importing images Publisher

When using Pageplus I was able to place images on the area outwith the document page and they remained visible. I cannot see a way to do this with publisher.

The images disappear and leave a place holder.

 

Any help appreciated

Menu View -> View Mode -> Toggle Clip to Canvas
