You could use the Shape Tools to create the base shape and apply a colour fill, then convert it to Curves and using the Node Tool warp into a custom shape. Use the Pen Tool to draw custom shapes, then using the FX Tools apply Gaussian Blurs, or lower the Opacity or add Colour Noise. You could also use the Paint Brush Tool in the Pixel persona and set colour, size, flow and hardness on the Context Toolbar and paint each colour as it's own layer. You would need to add a new Pixel layer manually, if not all the colours would be on the same layer and you wouldn't be able to adjustment them separately.
