Unfortunately, Affinity Designer does not include this feature.

Well in a vector drawing program I would expect first of all to deal instead with vector based manipulations.

For a simple path it might, but I do not see how it could for more complex items like a pencil composed of multiple vector shapes, each with different color, stroke, & fill properties.

I think the pencil in the Inkscape video is just a bitmap image (so not really any different from my quick example).

It also works with different shapes and colours, all in a group to which the envelope is applied. This quick example was not done with Inkscape but with another software. There are still gaps between some of the shapes (the wood and the coloured part) if the zoom level is very high.

To be used as a brush, the vector object cannot be used as it is, it must be rasterized.
To do this, export it to PNG, then "Place" this PNG in your document and keep it selected. In the studio, select the "Brushes" tab and expand the "hamburger" arrow at the top right of the panel and choose the last option at the bottom (New textured image brush).
The brush thus created will appear at the bottom of the list of brushes already present in the chosen category.
You can edit it by using the context bar when it is selected.
Last but not least, so that the brush appears in color and not in grayscale on your document, put its outline on transparent in the "Colors" tab of the studio.

It's not good for me. Almost all times I use only vectors in a vector editor. I'm afraid I won't uninstall the Inkscape.  :(
