New Scale Mode

It would be beneficial to be able to select any object, hold down an additional modifier key while scaling from the object's origin, and constrain the scaling so the object scales the same distance from the object's horizontal and vertical boundaries. This is not necessarily proportional, as the more rectangular the objects proportions are, the more of a visible scaling difference between the horizontal and vertical ratio.

To see what I mean, make a 4:1 ration rectangle, duplicate it, and scale it center constrained and proportional. You will see a wider vertical margin on the short sides, and a narrower horizontal margin along the long sides. What I'm proposing would scale the rectangle the same amount of an absolute unit of measure, ie, both horizontal and vertical margins are offset 0.5" relative to their original size.

This would be great for insetting and repeating/nested shapes while maintaining a consistent margin on both horizontal and vertical axes.
